Coronavirus: Producers May Have to Decide to Shut Down Indefinitely or Film Without Insurance

A new report suggests insurance companies will not cover productions, putting Hollywood’s future at risk.

While many states are gearing up for productions to start as soon as this summer, there is a big obstacle holding many projects back.

According to a new report by Variety, insurance companies are not willing to take the risk to resume productions amid the Coronavirus COVID-19 outbreak.

“In the movie industry, there’s probably $300 million to $500 million in claims because of coronavirus,” says Bob Jellen, managing director of the entertainment practice at Hub Intl., a major insurance broker told Variety.

Many insurance companies have decided they do not plan on covering pandemic-related insurance claims on any new policies. Consequently, producers will have to resume production without insurance or shutdown production indefinitely.

That said, major powerhouse companies such as Disney and Netflix have the capital to absorb the risk of shooting projects during a Coronavirus.

“They would prefer to buy insurance, but in many cases, these streamers and big media conglomerates are bigger than the insurance companies,” Brian Kingman, managing director at Arthur J. Gallager explained to Variety. “They can make whatever they want, whenever they want.”

However, smaller studios face more risk as their projects depend on insurance. One source told Variety, without full coverage on an indie project, you have a very difficult time getting financed.

“It’s sad when certain movies might not be made,” Kingman says. “That independent producer that’s always been such a unique and creative force in the industry needs some help here in order to survive.”

In relevant news, California Gov. Gavin Newsom announced the state will announce guidelines next Monday, which would allow film and TV productions to start up in some counties in the state as early as next week.

Newsom broke the news on Wednesday with industry leaders including Netflix’s chief content officer Ted Sarandos and critically acclaimed director Ava DuVernay.

Sarandos pointed out productions were underway in South Korea, Sweden, and Iceland and those protocols can be transferred to America once production resumes.

“The choices that we have to make today are not staying home or not, it really is how do we get back to work safely,” Sarandos said. “It can definitely be figured out. We have the smartest people in the world working on it.”

Production will not be allowed to resume until the state reaches “Stage 3” of their reopening plan. That said, California is allowing some counties with low viral infections to start up sooner than later.

“It remains a challenging part of the state for us still,” he said. “We are concerned they will be a few weeks behind everybody else.”

Potential Budget Cuts Put Philadelphia’s Film Industry in Jeopardy

0

Philadelphia film industry workers are concerned budget cuts will hurt the city’s film industry.

The Greater Philadelphia Film Office is usually the main point of contact for TV and film producers who may provide resources for producers that are interested in filming in the city, according to the Philadelphia Inquirer,

Philadelphia Mayor Kenney recently announced due to the pandemic related budget crisis; his new budget will defund the Office of the City representative, which provides about $131,000 per year to the Greater Philadelphia Film Office by 18%.

A spokesperson told the Philadelphia Inquirer the mayor is aware the cuts are necessary due to the Coronavirus pandemic, as the city fell short of nearly $650 million.

“The revised FY21 budget was created with clear priorities in mind: keeping all Philadelphians safe, healthy, and educated while maintaining core municipal services,” said spokesperson Lauren Cox. “While the administration values the Greater Philadelphia Film Office and its efforts to bring film projects to the city, our support for their work will need to shift given the painful budget cuts we’ve had to make.”

Philadelphia’s annual budget contribution is one of the four main ways that provide funding to the film office. Another is the agency’s fundraising, a $175,000 grant from the Wyncote Foundation, and corporate sponsorship.

The most significant advantage of filming in Philadelphia is the Pennsylvania tax credit program, which started in 2004. $812 million in film production tax credits were approved by 500 projects, generating $3 billion in direct spending. A cut to the Greater Philadelphia Film Office could hurt the city from competing with major cities such as Atlanta.

California to Release Coronavirus Film and TV Filming Guidelines on Monday

California Gov.

Ann O’Leary, Gov. Gavin Newsom’s chief of staff, said the biggest problem in Los Angeles is the city has growing viral infections. “I don’t want to sugarcoat that,” she said. “We have increasing cases in the L.A. area, and so because of that it is going to have some delays in the Los Angeles region… I don’t want to say that it is going to be a switch on as quickly as it might be in other areas.”

According to Variety, the new protocols will come at an additional cost, and productions may decide to move their projects outside of California to reduce costs. “The last thing we want to do is price ourselves out of business,” Danny Stephens, representing IATSE Local 800 said.

Newsome said he is open to additional filming incentives but he did not give a timeline or actual plans.

“I appreciate the need for this state to be more competitive in this space,” Newsom said. “We cannot rest on our laurels.”

Ava DuVernay said it was important to keep the victims of the virus in mind. “There are too many lives lost, and too much we have to learn so those deaths aren’t in vain,” DuVernay said.

Actor Jon Huertas from NBC’s ‘This Is Us’ says the cast and crew of the NBC series are focused on safety.

“When we talk about the protocols and the guidelines that we may be following when we go back into production, it’s really kind of daunting to all of us,” Huertas said.

Huertas said that he spoke with ‘This is Us’ creator Dan Fogelman about how the show may be delayed. “We may not go into production until January, depending on whether or not there’s a second wave,” Huertas said. “So as much as we’d like to get back online, we are very concerned about our crew as a family — the safety of our crew, the safety of the actors is paramount.”

In relevant news, Georgia’s film industry is expected to resume production as early as this summer 2020. Production companies are reportedly starting to ask Georgia studio owners about available space, expecting to ramp up the start of filming, which were shut down due to the pandemic.

“Everyone is getting calls right now,” Tyler Edgarton, a partner with Raulet Property Partners, told Bis Now. “Studios are seeing what availability is from July to the end of the year.”

While producers may be interested in availability, the biggest challenge is how to produce a great television show with Coronavirus COVID-19 safety guidelines and protocols.

Due to the increase in demand for streaming content, there is increased pressure on studios to get back to work and produce more content.

“We’ve never seen demand for content this high. If there were 100 Ozarks, then America would maybe enjoy the quarantine more,” Blackhall Studios CEO Ryan Millsap said. “But everyone I know right now is searching for the good stuff to watch.”

Many of the unions representing those working in the film industry are working to come up with standards they will agree to once production restarts.

Ric Reitz, former SAG-AFTRA president, said, “Everybody is urgently trying to find that middle ground. They just haven’t found it yet, or they may be close, and I’m not privy to it.”

Pinewood Atlanta Studios To Resume Production This Fall 2020

Georgia background acting numbers should be”Severely Reduced”

Gov. Brian Kemp’s advisory council on film, music, and entertainment is getting ready for production returning to Georgia. This week, Georgia Commission vice-chair Steve Weizenecker spoke with WABE’s “Morning Edition”. Weizenecker discussed what Georgia’s film industry could look like once companies choose to film in the state.

First off, he explained the state lost billions in tax dollars since the pandemic shut down the film industry. But, hopes the film industry could bring jobs to Atlantans and support small businesses that help productions.

Weizenecker also touched on Tyler Perry’s Coronavirus plan to resume production. “He’s hired his own epidemiologist, he has a medical staff, he has all his executives working on how to safely do this, and basically have this quarantined production.”

Kemp recently issued Coronavirus guidelines for productions. The practices were approved by the Centers for Disease Control and Prevention and the Georgia Department of Public Health.

One of the guidelines includes eliminating “open calls” and asking for greater distance between actors. Extras and background actors may be “severely reduced”. Staff is asked to keep a record of interactions between actors so the spread of Coronavirus COVID-19 can be tracked.

Pinewood Atlanta Studios to Resume Production by This Fall 2020

Pinewood Atlanta Studios president and CEO Frank Patterson said his 700-acre Fayetteville studio is resuming production. Patterson told “Morning Edition” Pinewood should resume production by this Fall.

“Netflix posted significant gains and subscribers this last quarter, Disney+ is growing through the roof, and these subscription services are what’s entertaining us right now, while we’re all locked in,” Patterson said in May.

“Subscribers want to see new shows, and those new shows have been stopped for a couple of months. It’s hard to put a dollar figure on what that means.”

Georgia releases Coronavirus COVID-19 best practices guide for the state’s film and television industry as the Peach State prepares for productions.

Georgia is the first state to establish official safety guidelines for film and TV productions to start filming.

Gov. Brian Kemp announced on Friday a filming guide for Georgia. Included are recommendations developed with studio officials and production companies.

The Georgia COVID-19 Best Practices guide include social distancing, limiting the number of background actors, temperature checks, testing, and hiring an Occupational Risk Prevention person who will monitor all parts of production to ensure safety is followed. Other recommendations include:

  • Actors wearing masks except when on camera
  • A clear barrier between actors while establishing positions
  • Using camera tricks to make actors look closer than they really are
  • Reducing Background extras when possible
  • Virtual location scouting
  • Casting virtually as much as possible
  • Eliminating the sharing of mics, costumes, and camera equipment

Companies are asked to follow these Georgia recommendations.

“We are so grateful to the hardworking people who make up and contribute to Georgia’s incredibly successful film and TV industry, and we thank them for all the ways they have given back throughout the state’s response to COVID-19,” said Governor Kemp. “The Georgia Film Office has maintained their close work with industry executives to develop these outlines for how productions can help protect cast and crew members.”

Many insurance companies have decided they do not plan on covering pandemic-related insurance claims on any new policies. Consequently, producers will have to resume production without insurance or shutdown production indefinitely.

Georgia’s film industry will reportedly resume production by this summer.

Georgia’s film industry has mainly been on lockdown for over two months due to the Coronavirus COVID-19 Pandemic. Now, producers are contacting studio owners across Atlanta to gear up production as early as this summer.

According to the report, production companies are starting to ask Georgia studio owners about available space, expecting to ramp up the start of filming, which were shut down due to the pandemic.

Raulet Property Partners partner operated the 85,000 square foot Mailing Avenue Facility in Grant Park and was one of the first developers to build a studio space in Metro Atlanta.

Ric Reitz, former SAG-AFTRA president, said, “Everybody is urgently trying to find that middle ground. They just haven’t found it yet, or they may be close, and I’m not privy to it.”

The Georgia Film Office issued best practices for filming, which approved by the Centers for Disease Control and Prevention and the Georgia Department of Public Health.

The guidelines include temperature checks for those on set, regular use of masks, encouraging online casting calls, alternative camera angles for greater social distancing, and using clear barriers. Industry executives are also considering the ability to quarantine crew members for the duration of the project.

“The constant and open communication with studios and production companies led us to jointly develop some safety’ best practices’ to help ensure these recommendations are available to anyone considering filming here, while prioritizing the safety of all cast and crew in the state,” Georgia Department of Economic Development Director of Communications Marie Hodge Gordon said in a statement. “We anticipate that there will also be more detailed, industry-wide labor/management protocol recommendations forthcoming, in addition to these best practices that we developed in conjunction with our studio partners.”

“We’re being incredibly diligent in our approach, applying the latest science, and consulting with top medical experts and risk analysts. But as you know from the intricacies of production, there are a lot of complex issues involved, not to mention the fluidity of this situation, and the many unknowns,” DGA President Thomas Schlamme and National Executive Director Russell Hollander wrote in the letter. “We are working closely with outside experts and other guilds and unions on safety protocols for returning to work,” SAG-AFTRA National Executive Director David White said in an email to Bisnow. “No one yet knows when the industry will be able to restart production, but we intend to be ready at the earliest possible time while ensuring the safety of our members.”

Anna Singleton, an agent for Houghton Talent, told Bis Now, “[Actors are] all eager to get back to work,” Singleton said. “But everyone has their own feelings of just not sure how to handle it. I think everyone’s waiting for what the process and procedure is going to be.”

Despite all of the concerns, productions are set to start up again this summer with an agreement with various unions.

“I’ll be shocked if we don’t have productions at Blackhall in June. We’re totally booked in 2021,” Millsap said. “We just have a big advantage because everybody wants to get back to work, and in California, I don’t think they’re even able to get back to work by August.”

In relevant news, Tyler Perry Studios is reopeningA studio spokesperson told GBPNews the studio would open in a limited capacity. Changes to the studio include temporary on-site housing for production crews and staff.

Earlier this week, a special meeting of the Fort McPherson Board of Directors was called, and a resolution was passed to lease a portion of the property to create temporary housing on the Tyler Perry Studio campus.

“The goal of resolution and agreement is to make sure that the talented staff and crews can be housed safely while getting people back to work during this unprecedented financial and health-related crisis,” Fort Mac spokesman Mark Hayes said.

Michael Bay’s New Movie ‘Songbird’ is Now Casting Speaking Roles

0

Michael Bay’s new movie is reportedly now casting and ready to start production in five weeks in Los Angeles, California.

Around the country, Hollywood productions are still largely shut down. Timelines for nearly everything is still up in the air, and product lines are still shut down indefinitely.

That said, one filmmaker has a plan to resume production sooner than later. According to Deadline, a Michael Bay production hopes to start filming in Los Angeles as soon as five weeks. The movie, titled ‘Songbird’ takes place in the future in a world ruined by disease and millions of people on lockdown.

Former Paramount production chief Adam Goodman’s Invisible Narratives has teamed with Michael Bay to produce Songbird, a pandemic thriller that plans to take an unusual approach to shoot a movie in Los Angeles during the lockdown. It will begin production within five weeks and might be the first film to shoot in the city.

The film will be directed by Adam Mason (Into The Dark), who wrote the script with Simon Boyes (Misconduct). The filmmakers are providing remote training for the actors. None of the participants would say exactly how they plan to shoot a movie at a time when the guilds are still compiling their own safety protocols so that production can resume.

Financing for the “low budget” movie is reportedly secure and the various unions involved have apparently given the project the okay to move forward. However, there are many unknowns about how the production will film and produce on location. Deadline explains the movie as the movie could take a found footage approach. The project says Michael Bay is now casting for the new movie and it could be one of the first projects to be made during a quarantine.

In relevant news, the CW and Warner Bros. Television is now recasting the lead role of ‘Batwoman‘ as Ruby Rose leaves the show.

Actress Ruby Rose, the star of the CW’s new drama series ‘Batwoman’ is leaving the Warner Bros. Television drama series after one season. The show, which the CW renewed for a second season, will continue with the series and recasting the lead role.

“I have made the very difficult decision to not return to Batwoman next season,” Rose said in a statement “This was not a decision I made lightly as I have the utmost respect for the cast, crew and everyone involved with the show in both Vancouver and in Los Angeles.”

According to Deadline, her departure is not released to the stunt injury she sustained during filming of Season 1, which left her facing paralysis and emergency surgery. Deadline reports she decided to leave the show after looking back on the first season and its challenges. The show, which is shot in Vancouver, was cut short due to the Coronavirus COVID-19 pandemic.

Deadline says Ruby Rose was not accustomed to working long hours on a network TV show. “I hear Rose, whose most extensive previous TV gig was a nine-episode arc on Orange Is the New Black, was not happy, and the show’s team was not happy to a point where no one could see this going for another season. It was not a good fit, and the studio and the star opted to part ways.”

Joe Rogan announced the deal on social media on Tuesday. Shares of Spotify skyrocketed more than 5% after the news, closing up 8.4% for the day to $175.03 per share, the company’s 52 week high.

Announcement: the podcast is moving to @spotify! Starting on September 1 the podcast will be available on Spotify as well as all platforms, and then at the end of the year it will move exclusively to Spotify, including the video version. It will remain FREE, and it will be the exact same show. It’s just a licensing deal, so Spotify won’t have any creative control over the show. They want me to just continue doing it the way I’m doing it right now. We will still have clips up on YouTube but full versions of the show will only be on Spotify after the end of the year. I’m excited to have the support of the largest audio platform in the world and I hope you folks are there when we make the switch!

Clips will still appear on YouTube, “but full versions of the show will only be on Spotify after the end of the year. I’m excited to have the support of the largest audio platform in the world, and I hope you folks are there when we make the switch!” Joe Rogan explained.

The Wall Street Journal reports the deal is worth more than $100 million.

The Joe Rogan Experience has built a large and engaged fanbase on listening to his interviews with a wide range of entertainers, scientists, researchers, athletes, artists, and more. Coronavirus May Postpone Oscars Until 2021

The Academy of Motion Picture Arts and Sciences is considering postponing the 93rd annual Oscars, according to Variety.

The sources, who spoke on the anonymously to Variety, said plans are not official and the plan is still set for a ceremony on February 28, 2021, on ABC.

This news comes after temporary rule changes for Oscars eligibility, which were announced in April due to the Coronavirus COVID-19 Pandemic.

A film must have a seven-day theatrical release in Los Angeles County to qualify for Oscar eligibility. As for now, films released digitally and can qualify if the studio had planned on a theatrical release.

“I think everyone is sympathetic to the filmmakers’ plight and we’re here to support our members and the film community,” Academy President David Rubin told Variety. “It makes sense when we don’t really know what’s to come in terms of the availability of theatrical exhibition. … We need to make allowances for this year only and during this time when theaters are not open so great film work can be seen and celebrated.”

At this time, it is unknown if postponing the Oscars will mean the Academy will allow films released after the deadline will qualify for the 2021 Oscars.

Ruby Rose Reveals Why She Left ‘Batwoman’

Ruby Rose Breaks down The Reasons She Exited ‘Batwoman’

(Update: August 12, 2020) Ruby Rose announced in May she will not be returning to CW’s ‘Batwoman’ for the second season. Now, Rose is opening up as to why she left the DC series, including having to undergo surgery after an on-set back accident in 2019.

“Being the lead of a superhero show is tough. Being the lead in anything is tough,” Rose tells EW in a new interview. “But I think, in that particular instance, it was a lot more difficult because I was still recovering from my surgery. I had my surgery and then 10 days later I went to work, which maybe wasn’t the best idea. Most people take about a month or three off before they return to work, so it was definitely made more difficult by that. But as far as being a lead of a show or a film — regardless if it’s action or if it’s emotional — in whichever ways it’s taxing.”

She also made her decision to leave the show during the Coronavirus shutdown, which allowed her time to look back at her acting career. Rose told EW her decision was not due to her injury.

“It wasn’t so much [the injury], especially because after we wrapped up we didn’t get to finish the real finale because of COVID,” she says. “You know, you have time in quarantine and sort of isolation to just think about a lot of different things and what you want to achieve in life and what you want to do. I think for both [me and the producers], it was a great opportunity to have a dialogue about a lot of things. I respect them so much and they’ve been so respectful to me.”

Rose added how proud she is to have played the first gay lead character of a live-action superhero series.

“I think it was actually a beautiful way to do something, especially since that was the first time it’s ever been done — the first time Batwoman has ever been played in live-action and that she was LGBTQ. I’m very honored to have been able to play her.”

Ruby Rose also added how supportive she is to see Javicia Leslie cast as the next Batwoman.

“I think she definitely knows what she’s doing and she seems fantastic,” Rose told EW. “I think that honestly, I was so proud and so happy when I was told who would be replacing me. I’m just really stoked and I’m definitely going to watch the next season as well and see how it all comes together.”

The CW casts Javicia Leslie for ‘Batwoman’.

(Update: July 9, 2020) Javicia Leslie will take on the lead role in the ‘Batwoman’ series after the departure of star Ruby Rose at the end of season one. She will play a character named Ryan Wilder and will become the first Black actress to play Batwoman in a live-action TV series or feature film.

“I am extremely proud to be the first Black actress to play the iconic role of Batwoman on television, and as a bisexual woman, I am honored to join this groundbreaking show which has been such a trailblazer for the LGBTQ+ community,” said Leslie.

The show’s producer decided to create a new character instead of hiring someone to replace Rose as Kate Kane. Leslie’s character is described as “likable, messy, a little goofy and untamed. She’s also nothing like Kate Kane, the woman who wore the Batsuit before her. With no one in her life to keep her on track, Ryan spent years as a drug-runner, dodging the GCPD and masking her pain with bad habits. Today Ryan lives in her van with her plant. A girl who would steal milk for an alley cat and could also kill you with her bare hands, Ryan is the most dangerous type of fighter: highly skilled and wildly undisciplined. An out lesbian. Athletic. Raw. Passionate. Fallible. And very much not your stereotypical All-American hero.”

Leslie recently finished working on CBS’ ‘God Friended Me’, which ran for two seasons on CBS. Her credits also include BET’s ‘The Family Business’ and feature film ‘Always a Bridesmaid’.

Batwoman is set to return in early 2021. Filming is on hold indefinitely due to the Coronavirus COVID-19 pandemic.

(Original Post: July 9, 2020) The CW and Warner Bros.

“I hear Rose, whose most extensive previous TV gig was a nine-episode arc on Orange Is the New Black, was not happy, and the show’s team was not happy to a point where noone could see this going for another season. It was not a good fit, and the studio and the star opted to part ways.”

“I am beyond appreciative to Greg Berlanti, Sarah Schechter and Caroline Dries for not only giving me this incredible opportunity, but for welcoming me into the DC universe they have so beautifully created,” she said. “Thank you Peter Roth and Mark Pedowitz and the teams at Warner Bros. and The CW who put so much into the show and always believed in me. Thank you to everyone who made season one a success – I am truly grateful.”

Berlanti Productions and Warner Bros. TV said in a joint statement their commitment to casting another LGBTQ actress for the lead role.

“Warner Bros. Television, The CW and Berlanti Productions thank Ruby for her contributions to the success of our first season and wish her all the best,” the two companies said. “The studio and network are firmly committed to Batwoman’s second season and long-term future, and we — along with the show’s talented creative team — look forward to sharing its new direction, including the casting of a new lead actress and member of the LGBTQ community, in the coming months.”

Coronavirus: Italy Opens Movie Theaters as They Could “Not Afford” To Wait For a Vaccine”

Italy is reopening movie theaters across the country before a Coronavirus vaccine is released.

According to Nypost, Italy will reopen its movie theaters next month as the country starts to “accept” the risks, which come with relaxing lockdown restrictions.

Deadline reports, the government announced the country will allow cinemas to return to business June 15 with social distancing measures including staggered seating and online reservations.

“We are facing a calculated risk with the awareness that the contagion curve could rise again,” Prime Minister Giuseppe Conte said Saturday.

He added Italy could “not afford” to wait until a vaccine was developed.

“We are taking this risk and we have to accept it, otherwise we could not restart,” Conte said.

Outside of China, Italy became one of the first countries to start a strict lockdown policy in early March when it became the epicenter in Europe of the coronavirus pandemic.

Italy has seen over 200,000 cases of the Coronavirus COVID-19, resulting in 31,000 deaths according to John Hopkins University.
