Terence Winter, famous for his work on Boardwalk Empire, was chosen to write and executive produce this spin-off from Matt Reeves' The Batman. Unfortunately, he exited the series due to creative differences. Then, Joe Barton of The Lazarus Project fame was brought on board, but he also ended up leaving when the series attention shifted to Arkham Asylum.

Matt Reeves confirmed last year that the GCPD series had surely evolved to focus more on the chaotic world of Arkham Asylum. According to Reeves, they were trying to create a unique experience centered around Arkham like a horror movie or a haunted house. They wanted Arkham to be as much a character as Gotham is. However, this twist in the plot came before James Gunn and Peter Safran took over DC Studios.
James Gunn later shared on social media that despite the shift in control, the project was not dead. But, it would be turned into a DCU show instead of a direct sequel to The Batman.
